After a thorough selection process new Chairs and Vice Chairs for 2008 in each of the CIPS regions are ready to take up the challenge of their new roles from 1st November 2007 onwards for two years. The new committees are led as follows:

The CIPS regions are the principal way CIPS seeks to build local communities of procurement professionals as a way to facilitate the dissemination and collation of professional knowledge and to enable peer-to-peer networking. The main role of the regions is to develop a regional networking community of procurement practitioners; host regional events; develop and manage a regional Business Plan, budget and commercial planning; ensure a code of ethics is adhered to and prevent conflicts of interest within the region; and promote the procurement profession and CIPSA activities. Full profiles of the new committee members will be featured in the next Procurement Professional magazine.  


 Annual Conference: There’s still time to book

It’s only a few days before the big event, but there are still a handful of places available if you act quickly. The 3rd Annual CIPS Australia Conference is scheduled for 16-17 October 2007 at Crown Towers in Melbourne.

An attendance of over 500 participants is expected to hear the views and experiences of an impressive line-up of international and domestically based keynote speakers. In addition, four seminar streams will offer 24 different seminar topics each directly or indirectly relevant to the central theme and the four sub themes of the conference.

The central theme of the conference is, “Its’ not just about cost!”

The Procurement Professional awards will be awarded on the night, as well as the National essay victor and QLD scholarship winner.

There are a number of cost options available for the event, including:

• Two-day conference $1295 + GST for CIPS members or $1495 + GST for non CIPS members;

Microsoft Australia buy centre Microsoft partners with Accenture to create ‘Buy Centre’

Microsoft Australia has engaged Accenture as its partner to create a new outsourced ‘Buy Centre’ organisation to support its local procurement department. The new Buy Centre ‘help desk’ will review all requisitions before they are issued, to improve the accuracy and completeness of purchase order information, such as item descriptions.

The Buy Centre launch for Australia took place on 1 October 2007. As part of the new Buy Centre’s activities, Microsoft will be sharing details of contracts currently in place with Accenture. Accenture claims its research shows “leading companies use outsourcing to achieve procurement mastery, thus supporting their drive for high performance. Critical eye on bird-flu threat

As recorded in the Canberra Times.

According to an opinion piece – written by Canberra Times columnist, Lesley Russell on 26 September, 2007 – Australians are facing unnecessary risks should a bird flu epidemic break out due to the inadequacies in procurement practice in handling medicines by health authorities.

“The audit office identified the lack of a procurement strategy, the failure to use competitive tender processes for storage, the lack of oversight of storage quality, and the need for formal processes for approving subcontracted storage arrangements as risk factors. Effectively what this means is that the Department of Health and Ageing cannot ensure that medicines in the stockpile are within the approved expiry dates, are correctly stored to ensure full potency, and can be readily retrieved for distribution,” the article states.

Russell draws a comparison between Australia’s recent horse flu crisis and a potential bird flu threat. The inadequacies highlighted in the article should alert all Australian businesses to review their procurement practices.

BHP Billiton climate change policy comes under scrutiny

In these days of corporate responsibility it’s important that big businesses are not only seen to be doing their bit to prevent global warming, but that their climate change policies actually set down tangible targets.

BHP Billiton’s recently released climate control policy has come under fire from a leading conservation group. According to a recent article published by the Australian Conservation Foundation, BHP Billiton’s climate change policy is weaker than the commitments made by many other leading international companies.

“As a major international company BHP Billiton should be providing corporate and public leadership on climate change, not disappointingly weak policies,” ACF Executive Director Don Henry is quoted as saying in the article. “BHP Billiton has not adopted any targets for gross reductions in its emissions, putting it behind other international companies like BP, Alcoa and Dupont, which have all committed to absolute reductions of 10 per cent (BP), 25 per cent (Alcoa) and 65 per cent (Dupont) by 2010.

“Instead of setting a target to reduce emissions BHP Billiton has set an ‘energy intensity reduction target’ of 13 per cent, which allows the company’s emissions to continue to increase so long as the company continues to grow. “The weak energy intensity target of 13 per cent puts the Big Australian well behind the Chinese Government, which has an energy intensity reduction target of 20 per cent for the period 2005 to 2010,” Mr Henry continued.

Procurement professionals have a role to play in the bid to reduce global warming. Organisations – big or small – can place pressure on businesses that don’t have adequate climate control policies by refusing to deal with such companies.

 University seminar to consider supply-chain and logistics management

The University of Melbourne and Michigan State University are pooling together their expertise and resources to deliver an Executive Development Program in Supply Chain and Logistics Management.

The two world class universities, with the support of supply chain consultants, GRA, will explore the supply chain discipline from 28 October to 1 November. The seminar will encompass presentations from Dr Russell Thompson, Senior Lecturer, and Peter Dapiran, Senior Fellow, from the University of Melbourne Freight and Logistics Group, Department of Civil Engineering & Environmental Engineering.

The event will be held at the RACV City Club in Bourke St, Melbourne, with registrations for the event closing on 8 October. CIPS announces agenda for Second Annual Middle East Conference

‘The Winning Agenda – Procurement & Supply Inspiring Change’

CIPS has announced the second annual CIPS Middle East conference to be held from 21-22 October at the Shangri-La Hotel in Dubai. The second CIPS Middle East conference- ‘The Winning Agenda – Procurement & Supply Inspiring Change’ is expected to break new ground in the region as the leading forum for supply and procurement professionals to debate the latest issues affecting the profession, a profession critical to supporting the pace of growth and future ambitions of organizations in the region. The two-day programme will involve panel discussions, case studies and workshops that are specifically tailored to both the public and private sectors and the whole procurement and commercial team. After the main conference, there will also be events on 23 October: ‘The Procurement Cycle Workshop’ and ‘The MasterClass Executive Decisions’.
